The Airport Charges Monitor contains a comprehensive analysis of the airport charges at the 50 largest airports in Europe by passenger volume.

In order to fully assess the scale of charges at each airport, calculations have been made for a range of aircraft sizes and route types to show how aircraft size and destination influences airport charges. The tabulated results show which of Europe’s airports are the most expensive in each category, and how their charging structures affect their performance across the different categories.

Comparison is made with the charges levied by the airports in 2007 to show how charges have moved over the previous year. This chapter highlights those airports that have made significant increases in their charges for 2008, and details which of the individual charges components at each airport have seen the biggest movement.

The Airport Charges Monitor also draws out a number of aspects of airport charges and looks at them in more detail.

Environmental charging has historically meant charging for the use of chapter 2 aircraft, or charging operators for movements during the night-time. A relatively new development is the introduction of emissions charging, specifically for NOx emitted during the LTO (landing-take-off) cycle. The Airport Charges Monitor takes a wider look at both noise and NOx charging, highlighting which airports levy environmental charges, and detailing what those charges are.

There has been a move over recent years for more and more airports to publish incentive schemes, to either attract new services or grow traffic on existing services. Although many top 50 airports are capital cities or attractive destinations in their own right, this trend is clearly in evidence, with more than 20 of them publishing some form of incentive scheme. The Airport Charges Monitor shows which airports these are, and describes the various incentive schemes in more detail.

Although not part of an airport’s charging structure, government-levied departure taxes can have a significant impact on passenger costs. The Airport Charges Monitor shows which countries across Europe levy a departure tax, and details the scale and nature of the departure taxes in each country.
